EUROPEAN TERRITORIAL COOPERATION PROGRAMME

GREECE - BULGARIA 2007 - 2013

 


Programme is financed by the European Fund for Regional Development. EU contribution is 85% and the rest 15 % is national contribution from the state budget of partners involved in the projects.

In June 2011 Road Infrastructure Agency together with Greek partners applied under the Second Call for proposals of the European Territorial Cooperation Programme Greece – Bulgaria 2007-2013 with two project proposals. The under-mentioned project has been approved for financing:



 

"DEVELOPING QUALITY ACCESSIBILITY NETWORKS FOR CREATING A COMMON FUTURE" /ACCESSNET/

 

 



Project budget: 32 332 068 Euro

 

Project consists of two sub-projects implemented on Bulgarian territory:

 

Sub-project 1: “Rehabilitation of road II-86 Chepelare – Sokolovtsi from km 80+200 to km 94+372”

 

Sub-project 2: “Engineering – preparation of technical design and construction works of road II-55 Golyamata zvezda –Mladinovo-Svilengrad from km 157+800 to km 187+300”

 

Project budget on Bulgarian territory: 14 952 000 Euro

 

Technical description

 

1. "Rehabilitation of road II-86 Chepelare - Sokolovtsi  from km 80+200 to km 94+372".

 

The road section is of total length 14 km, starting from the town of Chepelare (km 80+200) and ending at km 94+372, where is the beginning of the rehabilitated and partially reconstructed road section Sokolovtsi - Smolyan – Srednogortsi implemented during the period 2008 - 2010. The road dimension is two-laned.

 

2. "Engineering – preparation of technical design and construction works of road  II-55  Golyamata zvezda  – Mladinovo– Svilengrad from km 157+800 to 187+300".

Project includes technical design and implementation of construction works aiming at recovery of road transportation and operational characteristics destructed due to unfavorable climate conditions. Engineering activities under the contract have been implemented over the period January 2007 - August 2009.

Project performance:

Subsidy contract between the Lead Partner and Managing Authority under the Programme (Ministry of Development & Competitiveness - Greece) was signed on 28.11.2011.

Sub-project "Engineering - preparation of technical design and construction works of road II-55 Golyamata zvezda–Mladinovo–Svilengrad from km 157+800 to 187+300" was implemented during  the period 2007-2009. The costs for design, construction works and construction supervision have been reimbursed in compliance with the programme stipulations. Information boards of gratitude have been installed on the site and announcements in media have been issued in order to popularize the financial contributions from the EFRD under the European Territorial Cooperation Programme Greece-Bulgaria.

The contractor selected for implementation of construction works of sub-project “Rehabilitation of Road II-86 Chepelare – Sokolovtsi from km 80+200 to km 94+372” is Consortium “SOKOLOVTSI 2013”, in which the following companies participate: “Integrated road systems” JSC and “Infrastructural company” JSC. The contract for construction works amounts to 9.778.037,43 BGN, VAT included. The construction supervision is performed by “Egis Bulgaria” JSC.

The construction period commenced on 06.02.2014by signing of Protocol Form 2а, and ended on 17.11.2014 by signing of Act – Form 15 for establishment of construction acceptability in accordance with Regulation No 3 dated 31.07.2003 for compiling acts and protocols during construction.

Local repairs for recovery of road construction were performed on the site, as well as road drainage system works, repair of existing support and strengthening walls and construction of new ones, laying down the adjusting and bearing layers of asphalt-concrete, installation of new steel railings, recovery of vertical traffic signaling and horizontal marking. Rehabilitation of the road section contributes to the recovery and improvement of transportation and operational features as well as the bearing capacity of road surface and road-bed, in order to ensure conditions for traffic safety.

Permission to use for Road II-86 was issued on 15.12.2014.

GREECE - BULGARIA 2007 - 2013

An additional sub-project: “Reconstruction of Road III-867 Madan – Zlatograd – Benkovski from km 22+157 to km 22+992 and from km 23+889 to km 28+135, from km 28+135 to km 32+478 and from km 32+478 to km 38+443”is performed in the framework of AccessNet project under the Programme “European Territorial Cooperation Greece – Bulgaria 2007-2013”.

The third class road is on the territory of the regions of Smolyan and Kurdzhali and represents the only road connection to Zlatograd and the surrounding populated areas. It connects the Municipality of Zlatograd with the neighboring municipalities – Madan, Nedelino and Kirkovo, and provides the connection between Road II-86 Rudozem – Smolyan – Asenovgrad and Road I-5 Kurdzhali – Makaza.

Totally 15.4 km of Road III-867 Madan – Zlatograd – Benkovski have been rehabilitated. The objective is recovery and improvement of the third class road operational condition.

The access of the inhabitants from the Municipality of Zlatograd to administrative, health care, educational and cultural services is facilitated with the reconstruction of Road III-867. The connection with border control checkpoint Zlatograd – Thermes – Xanthi is improved, which constitutes an additional incentive for the region development.

5.506.848,54 Euro inclusive of VAT (total value of contracts concluded for construction works and supervision of works for the three road sections)

Technical description

 

The construction site “Reconstruction of Road III-867 Madan – Zlatograd – Benkovski” is divided into three sections:

 

  • Section from km 22+157 to km 22+992 and from km 23+889 to km 28+135, with a total length of 5,081 km;
  • Section from km 28+135 to km 32+478 passing through the center of Zlatograd - 4,3 km;
  • Section from km 32+478 to km 38+443 - 5,9 km.

 

The technology “cold recycling” will be used at the construction of the road pavement on the first and third sections.

 

The three-branch crossroad at Bulgaria Boulevard and Khan Presiyan Street in the center of Zlatograd will be reconstructed into a roundabout. There will be major repairs of two bridges at km 37, which are within the third section.

Project performance

 

 

Subsidy contract between the Lead Partner and Managing Authority under the Programme (Ministry of Development & Competitiveness - Greece) was signed on 28.11.2011.

 

Construction contractor for the three road sections is PST Group JSC. The total value of construction and assembly works for the three road sections is 5.445.314,64 Euro (10.649.946,37 BGN) inclusive of VAT.

 

The construction supervision of the sections is performed by Ecoengineering Ltd. /for sections 1 and 3/ and by Eco Bul /for section 2/. The contracts for construction supervision are at the total value of 61.533,90 Euro (120.348 BGN) inclusive of VAT.

 

The construction period commenced on 15.09.2015 /for section 1 and 2/ and on 02.10.2015 /for section 3/ by signing of Protocol Form 2а, and ended on 10.12.2015 for the three road sections by signing of Act – Form 15 for establishment of construction acceptability in accordance with Regulation No 3 dated 31.07.2003 for compiling acts and protocols during construction.

 

The laying of new layers of non-dense and dense asphalt concrete were performed on the three road sections, as the “cold recycling” technology was  used for sections 1 and 3. Cleaning of the existing trenches and construction of new trenches and culverts were also performed. New horizontal marking, road signs and restricting systems were placed. The safety and convenience of travel are considerably increased by reconstruction of three sections of Road III-867.

 

Permissions to use for sections 1 and 2 were issued on 18.12.2015, and for section 3 – on 29.12.2015.
